Credit card declined when requested initial funding was less than my available limit but more than my cash-advance limit.
According to website, Visa / MC initial funding limit for free checking account is $20K.
Before you get too excited, check this report from FT "I just had $19,700 reverse itself on Citi. I opened a bank account at Velocity Credit Union for this amount, all was well - I even received checks while the account was in "hold" status -, then bam they closed the account and returned the purchase on my credit card. New limit for checking and savings accounts reduced to $2005 each, and total initial is unknown but less than $4010...at that point I canceled out.
